On August 1, 2025, the Indian government officially enacted the VOPPA 2025 regulation, which obliges all vegetable oil producers to submit detailed reports on production, stocks and sales on a monthly basis, and allows authorities to conduct unannounced inspections and confiscate products in case of violations. The initiative aims to increase transparency in the market and prevent artificial stockpiling and price manipulation.
The new procedure updates the outdated 2011 regulatory framework and provides for the creation of a digital register of all factories, which will allow real-time tracking of deliveries. Despite the general support from the industry, experts warn that the implementation of VOPPA 2025 could be a challenge for thousands of small producers. The government expects the new rules to strengthen market stability, especially given the country's high import dependence and price sensitivity to global fluctuations.
