Ukraine could face a shortage of 5-8 mln tons of storage capacity by early 2027 if agricultural monthly exports remain limited to 2–3 mln tons.
Ukraine’s grain and oilseed stocks estimated at 42-43 mln tons as of 1 October 2026. This was around 8 mln tons, or 23%, above last year and 12-14% above the average for early October in 2023-2025. Actual stocks may be even higher because official statistics does not fully capture grain stored directly by farmers.
Meanwhile, much of the late-crop harvest was still in the fields. At the beginning of October, approximately 30 mln tons of corn and 8 mln tons of sunflower seed remained to be harvested. Without exports, processing and domestic consumption, these crops could lift total stocks close to 80 mln tons.
FAO estimates Ukraine effective grain and oilseed storage capacity at around 59 mln tons. However, this figure may be overestimated because of war damage, regional imbalances and restricted access to storage facilities at Black Sea ports.
Export logistics are the real bottleneck. With blockade of Greater Odesa, Ukraine is exporting only 2-3 mln tons of agricultural commodities per month. September shipments totalled 2.4 mln tons. At this pace, exports cannot offset the arrival of the new harvest. The result is rising pressure on elevators, farm storage and domestic prices.
